TOWN OF APPLE RIVER REGULAR BOARD MEETING. APRIL 13TH 2010 Present: Rick Scoglio, Chair; Ansel Johnson, Supervisor; Dave Waterman, Supervisor; Tom Sykes, Clerk, Linda Peterson, Treasurer. Meeting called to order following the annual meeting by the Chair at 7:45 p.m. Verification of Public notice was declared by the Clerk and affirmed by the Chair. Minutes of the March 8th 2010 meeting minutes were read by the Clerk. Minutes were approved as read with the following correction: replace “TAG” with CAC (Citizens Advisory Committee). Public Input: nothing. Clerk report: County lifted road postings 4-12-10; town hall is rented for weekend of May 15th; shared copy of letter to town assessor, Rod Skoug from State Dept. of Rev. about assessment compliance; and, commented on how the election went. Report by Treasurer: The Treasurer made the following financial report: Our beginning balance was $182,122.71; income for the month was $31,655.75; with expenses of $14,054.03; available funds are $180,455.72. The motion was made and seconded to accept Treasurer’s Report as read. Motion carried. County Report: Supervisor Sample has a county board meeting tonight. Steve Arduser updated the board on the CAC meeting schedule and membership. Vouchers: The Treasurer presented vouchers to the town Board. Chair and supervisors reviewed the vouchers and Chair read all vouchers aloud. The Motion was made and seconded to approve vouchers as presented in the amount of $14,054.03. Motion carried. Election Committee Report: Janice Fredrickson, the chief elections inspector reported that of 715 registered voters 91 votes were cast on April 6th. The election went without incident. Ambulance Committee: Chair reported next meeting is in May. Cemetery: no report. Fire Department: Josh reported that there were six grass fires this past month; none had burning permits. One required the dept. to hire a tow truck to pull one of our vehicles out of the ditch which cost $660. Discussion regarding assessing a fine in cases where a permit is not issued and fire dept. expenses are incurred resulted in requesting the treasurer to research other towns as to their policy and billing the party involved. The motion was made and seconded to bill those that had not requested a burning permit for the cost to the fire dept. (except the wood boiler fire) and that the towing fee should also be charged. The motion was made and seconded: motion carried. A request was made to consider placing the first responders under the supervision of the fire department. First Responders: Rick Wilson reported there were no runs this past month. Highway: Greg was not present. Chair reported road posting has been removed. He also reported that he requested Greg to remove road sand at intersections (spring rains normally wash the sand from the roads and there is concern about vehicles sliding because of the sand) Planning Commission: No report. Items to Be Reviewed: 2010 Road Projects-continued: Dead-ends:. Supervisor Johnson reported signs will be posted on the dead-end roads next week requesting owner involvement in resolution on the roads. Special assessment fee: Discussion regarding responsibility—town vs county--and what other towns are doing. Check to see what other towns are doing and report back. Bids for cleaning town hall: Bid request was not posted so post for next month and include on agenda. Completion of work of 150th Ave: Motion was made and seconded to saw and seal 150th Ave.: motion approved. Motion made and seconded to provide a two foot shoulder for approximately 1mile on 150th Ave.; motion carried. Install post and chain to identify right-of-way at end of 114th St.: Motion was made and seconded to install post and chain fence to indicate town right-of-way at 114th and 134th Ave. near Brusher Lake. Chair and Supervisor’s Reports: Chair indicated that he will be attending a highway workshop put on by the towns Association. Supervisor Johnson suggested set date for road tour: Tuesday, April 27th 2010. Next Month agenda items; Dead-end roads: bids for cleaning/maintenance town hall; consider fee for special assessments; consider merging fire dept. and first responders. Public Comments: Question asked regarding the dead-end roads: will a special meeting be set-up? The Chair responded: After the signs are posted at the dead-end roads indicating the town’s intent, the respective owners will be invited to participate in the June regular meeting to discussion and hopefully resolve the issue/s. Next Month’s meetings will be: May 10th, 2010, at 7:00 p.m. Motion made and approved to adjourn meeting at 8:48 p.m.
