D R A F T TOWN OF APPLE RIVER REGULAR MONTHLY BOARD MEETING MONDAY, JANUARY 9, 2012 Meeting called to order by Rick Scoglio, Chair at 7:03 p.m. Present: Rick Scoglio, Chair; Gloria Stokes, Clerk; Dave Waterman, Supervisor; Ansel Johnson, Supervisor; Linda Peterson, Treasurer; and Residents of the Town of Apple River. Verification of Public Notice was declared by the Clerk and affirmed by the Chair. Approval of Minutes: The minutes of the regular monthly meeting held December 12, 2011 were read by the clerk. Motion made by Supervisor Waterman to approve the minutes as read. Supervisor Johnson seconded the motion. All in favor. Motion carried. Public Input: None Report bv Clerk: Officially received memo from County Clerk that there will be no February election. Next election is April 3. Beginning of this year, clerk began using new accounting software. Clerk will now be printing checks and keeping register in compliance with State Statutes. Joyce Kaiser, one of Chief Election Inspectors, and clerk doing training on Jan. 11 for Edge voting machine, and clerk doing Chief Inspector training on Jan. 12. W2’s are done. Still need to do 1099’s. Report bv Treasurer: Treasurer reviewed Year End Financial Report dated 12/31/2011. This also included activity from Dec. 13 to Dec. 31, including income of $1,803.63, interest of $15.64, voided checks of $270.68, and vouchers for $11,265.29. Cash on hand $35,679.00. Dedicated funds for Fire Dept of $17,053.55, leaving cash on hand of $18,625.45. Collected $468.809.79 for RE Taxes in December, $421.80 for RE Tax overpayments, and $95.00 for dog tags. Total in all accounts at Year End is $505,005.59. Treasurer reviewed January Financial Report, beginning balance of $35,679.00, income of $26,159.59 (Transportation Aid of $26,109.69, and $50.00 from Polk County Treasurer for fire # installations from 2011), transfer of town’s portion of RE Taxes of $33,684.22, and vouchers of $47,193.19. Ending balance is $48,329.19, dedicated Fire Dept. funds of $17,053.55, leaving available funds $31,276.07. Total cash on hand in all accounts is $120,869.69. Motion by Supervisor Johnson to accept Treasurer’s report as presented. Supervisor Waterman seconded motion. All in favor. Motion carried. County Report: Ken Sample not in attendance. Chair reported that only one person filed papers for County Supervisor candidate to replace Ken Sample – Rick Scoglio. Steve Arduser gave CAC report of January 4 meeting. Next CAC meeting January 25. Vouchers: Board reviewed all vouchers presented for payment. Vouchers from Dec. 13 to Dec 31 were $11,265.29, and January were $47,193.19 including balance of $30,600 from 2011 was paid to Monarch Paving. Motion made by Supervisor Waterman to accept vouchers as presented. Supervisor Johnson seconded the motion. All in favor. Motion carried. Election Committee Report: April 3rd next election. Items will be County Board elections, Presidential Preference, county board reduction, and school board. Ambulance Committee Report: No meeting. Cemetery Committee Report: None Fire Department/First Responders Report: 6 calls – 2 accidents, 2 fire, and 2 medical. No burning permits and should be done for the winter. Fire elections for officers are same for 2012 – Jamie Berry, Chief, Jeff Green, Asst. Fire Chief, and Kevin Trandum, Secretary. Motion made by Supervisor Johnson to approve officers for 2012. Supervisor Waterman seconded motion. All in favor. Motion carried. Chief Berry gave preliminary results for 2011 – total 71 calls (31 fire related, 15 vehicle accidents, and 25 medical only). Man hours were 434 fire related, 127 vehicle accidents, and 100 for medical calls totaling 661 total man hours. Highway Department: Greg’s Excavating not in attendance. Supervisor Johnson said great job done on recent plowing on 80th St south of Hwy 8 – just as nice as Lincoln this time (follow up to concern last month). Nothing additional. Town Planning Commission: Met January 2. Approved subdivision for Jim Fredrick. Gave CAC updated. Also mentioned that there should be a checklist for building in town. Reviewed Driveway/Culvert Ordinance that driveway permit is supposed to be issued before building permit. Ordinance “shall apply to all driveways constructed or reconstructed”. Items to be reviewed and/or Acted Upon: Mike Wilson came before the Board regarding a 5 acre subdivision for Jim Frederick from the John Raduege property – 70th St. south of 130th and just north of Main’s Crossing. Lengthy discussion because building was already started by Dec. 12 meeting. Supervisors Waterman and Johnson questioned why even have Planning Commission if process not followed. Motion by Supervisor Waterman to accept 5 acre parcel for Jim Fredrick/John Raduege subdivision. Supervisor Johnson seconded motion. All in favor. Motion carried. Polk County Subdivision Ordinance Town Board Checklist signed by Board. Approved transfer of funds from other departments to Fire Dept. for 2011 budget for year-end purchases. Motion made by Supervisor Johnson to transfer funds from other departments to Fire Dept. Supervisor Waterman seconded motion. All in favor. Motion carried. ATV Ordinance was published as a summary in Inter-County Leader and Tri-County Advertiser before our last meeting and copy of ordinance sent to DNR & local law enforcement. No new info from Janice Frederickson regarding signs to post. Chair read letter he drafted to notify farmers of State Statutes regarding unusual wear and tear and leaving debris, mud, or manure on town Right of Ways. Motion made by Supervisor Johnson to approve letter. Supervisor Waterman seconded motion. All in favor. Motion carried. Responsibility for paying for missing fire signs discussed. Homeowners responsibility unless we damage it. If sign becomes illegible then homeowner should go back to county because it is their system to issue not ours. Motion made by Supervisor Waterman missing fire signs should be at homeowner’s expense. Supervisor Johnson seconded motion. All in favor. Motion carried. Clerk reported that Town received e-mail from Polk County Highway asking if we still wanted to pursue reimbursement for July 2010 storm damage. Previous clerk put information together for claim in amount of $3,685.00. State and County has a form that must be filled out. Clerk is meeting with Countyrep to complete forms. Supervisor Reports: None. Next Month Agenda Items: Set date for end-of-year audit. Public Comments: Fritz Coulter suggested we send a copy of driveway/culvert ordinance to Cliff Manwiller, Building Inspector as a reminder. Clerk will send. Betty Bergstedt asked if Polk County Zoning can override our Planning Commision/Town Board on building permits, driveways, etc. Yes they can. Next meeting is Feb. 13, 2012 at 7:00 p.m. There being no further public input, the Chair entertained a motion to adjourn. Supervisor Waterman made a motion to adjourn.
