                                                 August 13th, 2007

The Budget Work Session was called to order at 7:05PM with all
members present and notification of meeting verified.

The board reviewed line item expenditures for General Government,
Public Safety, Public Works and Health & Human Services.  Public
Safety and Public Works have open line items that will be determined
at a later date.  Discussion on levy and revenue was held with more
details to follow at the next work session.

The Budget Work Session was adjourned at 7:57 PM

The Regular Board Meeting was called to order at 8:00PM with all
members present and notification of meeting verified.

Minutes of July 9th were approved 3-0.

Clerk Report:  Question on ATV use in Apple River presented from web
site E-mail.  Start up of web site on 7-31-07 noted.  Bankruptcy
Notice for posting presented.  Hwy 8 E.I.S. Noise Study info forwarded
to Road Committee.  Planning Committee oaths presented for signature. 
New Driveway Permit Application Form presented.  Notification of
voting equipment maintenance given.  Clerk Report approved 3-0.

Treasurer Report: Update on revenue, expenses, interest, vouchers and
cash on hand given. It was noted that majority of income received is
to be paid out to the school districts. Treasurer Report approved
3-0.

Vouchers:  Vouchers were presented and approved 3-0.

Public Comment: Mary Ann Scoglio presented information on need to
comply with posting requirements and initialing changes within
required time frames.  Steve Arduser asked for clarification on
frequency and widths of ditch mowing.

Committee Reports: Road Committee: Next meeting Thursday August 16th
at 7:00PM.  Discussion items will be 140th Ave and the need for a
T-Turn Around and T.R.I.P.
Fire Dept.-Two calls for July, both motor vehicle accidents. Updates
on extricating training, hose testing and burn permits provided. 
Pancake Breakfast August 25th 6AM-11AM. Need for dumpster at fire hall
noted. 1st Responder:  Had 4 runs in July, 3 medical and 1 motor
vehicle. Highway Dept.- Greg not in attendance.  Chair noted culvert
cleaning is complete.

Planning Commission:  Steve Arduser reported last meeting was 7-16
and the Town Hall Proposal was reviewed.  Contrast between P.C. Survey
and vote at annual meeting regarding need for town hall noted. 
Discussion on Arnell Humane Society noted and significant items of
road upgrades, impact on surrounding neighbors needing a variance, and
reference to a resolution that stated all commercial endeavors were to
be on state and county roads only.  Discussion on Comprehensive Plan
options and associated cost were discussed.  Susan Peeples from
Stevens Eng. made presentation and addressed questions.  It was
recommended that three private firms meet with P.C. to get estimates
of cost and range of services. It was noted that no formal
recommendation from the P.C. was being provided and that information
presented was individual opinion.  Clerk to call Sara McCurdy and
notify her of our choice not to go with county and ask that payment
obligations to county be provided. Board approved 3-0 to go with
outside resource for Comprehensive Plan.

Old Business: 169th Ave report to be brought back in Sept.-Greg Styba
from Rural Insurance made presentation on insurance options. Board
approved a motion 3-0 to select Rural’s package as presented in the
proposal with the WTA endorsement and the cost as identified on page
two of Premium Summary.  These cost will be “Rural’s total Town
package=$5,847 + $1,780 +=$7,627.  In addition, an increased premium
of $135 for a total of $7,762 will increase public officials liability
from $1,000,000 to $2,000,000.
Census:  Census information distributed to Ansel Johnson for review. 
Arnell position letter from board chair to Polk County Land
Information Committee was discussed. Fire Dept, Fee Schedule and
By-Laws was removed from the table and will be brought back by the
chair at a future date.

New Business:  Road Standards & Right-of-way Ordinance to be put on
Sept. Agenda. Request from Ed McGlynn regarding need for driveway
permit for property intersecting Cty I discussed.  Clerk to notify
property owner that present configuration of the easement serving
three parcels voids driveway context and requires that easement be
treated as a road and the specs for a road be followed. Cemetary
Headstones-bring back in Sept.  Town Hall Proposal- Items affecting
the Town Hall proposal were discussed.  Board scheduled a special
meeting for Sept. 10th 7:00PM with the agenda listed in the July 9th
minutes.  Motion approved 3-0.  

Motion to adjourn approved 3-0 at 9:40PM.
