The meeting was called to order at 7:00PM. Chairman introduced
agenda and read resolution from annual meeting. Chair gave overview
of process and Tracy Berry made a presentation on behalf of the
Building Committee.
Variety of building options had been discussed and the recommendation
from the building committee was to build on to the existing site at
Range. Conceptual drawings were available indicating approximately
1320 sq. ft. new with 133 sq. ft. remodel.
Planning Commission input was provided by Steve Arduser regarding
survey results on building a town hall and the contrast to the vote at
the annual meeting. He also made note and expressed some concern
about no sewer system and relying on pumping.
Various funding options were discussed.
Ken Sample submitted a motion with a second from Tracy Berry to
authorize the sale of land and to proceed with a building program.
Discussion resulted in the motion being withdrawn and restated as in
the attachment and again seconded by Tracy Berry.
A ballot vote was taken with the results being 33 yes and 14 no on
the motion as presented.
Motion voted on by town electors.
Be it resolved that we, the town electors of the Town of Apple River
at a special meeting on Sept. 10, 2007 do hereby authorize the Town
Board of the Town of Apple River to perform the following actions
pursuant to erecting a town hall building on existing Town of Apple
River property in the community of Range and adjacent to existing Fire
Department structures.
1. The town board of the Town of Apple River be granted authority to
sell a parcel of land located in part of the (SE1/4-SE1/4) of Section
34, Township34N, Range 16W, in the Town of Apple River subject to 80th
Street as recorded at Polk County Register of Deeds. This parcel is
approximately 23 acres and authority is given to sell as one parcel or
multiple parcels.
2. The town board of the Town of Apple River be granted authority to
sell for fair value a parcel of land located in Section 35,
Township 34N, Range 16W in the Town of Apple River as recorded at Polk
County Register of Deeds. This parcel is approximately Forty Five
Square Rods or ¼ acre in size.
3. All monies derived from the sale of the above identified parcels
would be held in escrow for the sole purpose of the following; The
town board of the Town of Apple River be granted authority to enter
into agreements with parties of interest to design, bid, erect,
provide materials and contract labor to build a town hall of
approximately 1320 square feet new and approximately 133 square feet
remodel.
4. All financial obligations directly and indirectly associated with
the construction of the town hall will be satisfied from funds or
services identified in Items 1 and 2 contained herein and from the
Town of Apple River Emergency Reserves. The Town Board is authorized
to borrow funds to expedite the project with the understanding that
land sale funds will be used to retire this debt. No monies will be
derived from special charges or taxes to property owners in the Town
of Apple River.

Meeting being properly noticed.
